If someone's shoulder flexion is lacking, I'll use the assess and reassess approach, tossing in a "corrective" layer to see if I can induce an improvement.
If it works, cool. If not, I'll just move onto the next corrective layer.
The shoulder blades are at the mercy of the thoracic spine. If that area doesn't move or is cemented in place then it'll be hard for the scapulae to move as well. – Tony Gentilcore
